Deleted policy due to UAccess Implementation

Corrected wording to take into account changes due to moving to the POPR system. Changes requested by Jenny Ruiz, Operations - FSO.

Updated screen 48 approval verbiage.

Moved Leave Codes from paragraph 16 to new section, 19.73, Payroll Earnings Type Codes.

Modified the Purpose to include the On Line Time Roster screen instructions, changing preprinted information and resolving edit messages.
Added policy owner.
Added a "Processing" section to provide an overview of the On Line Payroll process.
Added an "Edit Messages" section.
Par 16: Asterisked codes that cannot be used on the PUTR.
- Updated the Leave Codes
  - Added FTN & FTO
  - Changed L to Other Paid Leave
- and the Overtime Codes
  - Added FTC, FTK, FTT, FTU, T2
  - Moved special types of Reporting codes to their own section: D, DP, E, P, TC, TS.
- Separated Special Reporting codes from overtime and added OC. Clarified useage of AS and DE.

Par 27-Fields 8-10: Added "Employees cannot take more leave hours than are reported as available in the system. "
